Melissa Flanagan concentrates her practice on affordable housing development and finance representing for-profit and non-profit developers in complex transactions involving low-income housing tax credits, state tax credits, taxable and tax-exempt bonds, state housing finance agency loan funds, HUD and FHA financing, and conventional financing. Ms. Flanagan also advises clients on compliance and regulatory matters in connection with various federal, state, and local affordable housing funding programs. Ms. Flanagan formerly was the Closing Portfolio Manager at the New Jersey Housing and Mortgage Finance Agency where she supervised the Agency’s loan closing portfolio of bond-financed multifamily projects, tax credit projects, and special needs projects as well as prepayments/transfers of ownership, HUD-financed Section 236, Section 202, and Section 8 projects, workouts of troubled projects, and preservation refinancings.
